A growing number of communities across British Columbia are launching free recreation programs to support inclusive, active, and connected communities, prioritizing barrier-free access to swim-to-survive programming in particular.
Recent examples include Delta’s free Youth and Kids (YAK) Pass, Prince Rupert’s Unplug & Play initiative, and free swimming and skating lessons in Port Hardy. Most recently, the City of Surrey and the City of Vancouver have also announced plans to explore free swimming lessons for residents this summer.

Safe swimming remains a cornerstone of public health, injury prevention, and community well-being across BC. Increased access to swimming programs prevents injuries and saves lives. According to The Price of Inactivity: Measuring the Powerful Impact of Sport, Physical Activity and Recreation in Canada report, physical inactivity costs Canada’s health care system nearly $4 billion annually.
Increasing access to recreation not only reduces financial barriers but it improves health, reduces chronic disease, and eases pressure on healthcare. And municipalities across BC are starting from the ground up by supporting youth and kids.
In 2025, the City of Delta became the first municipality in BC to offer free access to city-operated recreation facilities and drop-in programs for all residents aged 18 and under through its Youth and Kids (YAK) Pass.
In Prince Rupert, the City’s Unplug & Play initiative — delivered in partnership with Northern Savings Credit Union — offers a week of free recreation programming designed to help residents discover activities, build confidence, and connect with their community. The program is part of a broader effort to improve access to recreation for all.
These initiatives reflect a growing understanding that recreation is more than a service — it is an essential part of creating healthy, connected, and inclusive communities. When cost barriers are removed, more people can participate, discover new interests, essential life skills, and a much-needed sense of belonging.
