2019 Federal Election

We have asked BC's federal election candidates what their priorities are for recreation and parks. Each candidate received a letter that included the following questions:

  1. If elected, will you support an increase in funding for community recreation infrastructure via the dedicated envelope and Gas Tax Fund?
  2. If elected, will you advocate for the renewal of the Green Jobs in Green Spaces Program until 2025?
  3. If elected, will you support the creation of the Cabinet position of Secretary of State for Physical Activity?

The letter also included a link to a background document that outlines the key issues for the recreation and parks sector.

New Democrats believe that Canadians should be able to count on the federal government to invest in infrastructure to make a real difference in communities across the country.

New Democrats recognize the serious need to create high quality, accessible recreation and sport opportunities. In government, New Democrats will work to help communities build the infrastructure they need to thrive, from roads and bridges to community centres and child-care centres and everything in between.

By using Community Benefit Agreements, we will guarantee that good jobs, training, apprenticeships, and support for local businesses are part of every project.

New Democrats believe in building a future with more opportunity for workers and for communities, and in taking real action to protect the environment.

In our first mandate, a New Democrat government would invest $2.5 billion to create good jobs helping communities adapt to climate change and reduce emissions, creating 300,000 jobs to support the green transition.

New Democrats recognize the good work that the Green Jobs in Green Spaces program has done. New Democrats would continue to support this program.

In government, New Democrats would consider new leadership initiatives that require a coordinated response on the physical activity of Canadians. We would create a designated leader at the Cabinet table to drive this effort.

Yes, the Green Party will institutionalize federal transfers to municipalities through the creation of a Municipal Fund, renaming the Gas Tax funds, which were delinked from gas tax revenue years ago. We will ensure a doubling of current funding to ensure predictable and reliable funding to municipalities. Greens will also allocate one per cent of GST to housing and other municipal infrastructure, such as community recreation infrastructure, on an ongoing basis to provide a consistent baseline of funding. Yes, the Green Party will renew the Green Jobs in Green Spaces program until 2025. We will also enhance the federal Youth Employment and Skills Strategy by creating a Community and Environment Service Corps. This will provide $1 billion annually to municipalities to hire Canadian youth. The Green Party agrees on the importance of the federal physical activity strategy and will review whether a separate Cabinet position of Secretary of State for Physical Activity is required to ensure proper implementation.

In Budget 2019, we doubled the federal Gas Tax Fund so that municipalities and First Nations communities across Canada have much needed resources and infrastructure funds. Yes, we were proud to announce 3,725 green student job opportunities across Canada, including through Project Learning Tree Canada, and the Nature Conservancy of Canada. Getting work experiene is incredibly important for students as they enter their career. Good experience helps supplement their education so they are prepared for the job market. We are also thrilled to be able to support the green jobs sector - these are the jobs of the future When Carla Qualtrough became Minister in 2015, we changed the existing role of Minister of State for Sport, to a full Cabinet position of Minister of Sport and Persons with Disabilities. This reflects the importance we as a government have placed on sport and physical activity. We will continue to focus on expanding the work done in this Department, and will keep working hard to increase health and physical activity in Canada.

If elected, I will work to have the entire Federal Gas Tax redirected the provincial/municipal governments as part of the effort to shrink the Federal government and empower the provinces and municipalities. This will enable the provinces and municipalities to build provincial/local infrastructure without federal interference, the need to lobby, and without the pork-barrel policies that have become common - especially by this current Liberal government. In accordance with the constitution, the Federal government will focus its energy on national infrastructure.
Yes, and I would seek an expansion of the program. It is important that we support and educate our youth, inspiring them to become conservation leaders.
No, because the PPC wants to get Canada working as the constitution intends, and as part of that effort we want to transfer tax points to the provinces (like the GST) so that provinces can assume full control over healthcare. A Ministry of Physical Activity would be better suited for the provincial level, since health and physical activity are closely linked, and the provinces would have a great incentive to ensure upstream efforts/activities reduce the need for downstream medical services.

All of us at VCP think this is a great idea. Having been an Army Cadet and a Canadian soldier, I can personally vouch for the importance and impact of physical activity and education. Canada is facing an increase nation wide of inactivity and health issues, among other health related factors such as diet, and a failure on many levels of what we're putting on our shelves as so called food sources for our kids, and for citizens at large. We will whole heartedly support and fight for such a position to help in advocating for our health and our citizens' future. VCP would like to also assist in and increase the Children's Fitness Tax Credit, especially for low income families, indigenous groups and the marginalized.

I maintain that insofar as a lack of recreation facilities concurrent to poor lifestyle decisions and corresponding illness is a massive burden on our medical system, funding for recreational infrastructure is imperative. How this is best afforded and thereafter measured to determine and assure a net gain in the prosperity and health of Canadians needs to be a matter of open public debate and accountable design. The majority of Canadians' time is spent earning money to pay taxes. The more time that is required from taxpayers, the less time is available for recreational activities, and the greater the burden on the healthcare system. We need to simultaneously reduce the tax burden on Canadians, and facilitate high-quality recreational opportunities. This is an easily surmountable task with sufficiently intelligent design. Southern Vancouver Island is Canada's uncontested, premier outdoor year-round recreational and sports training hub. I am in favour of the electorate determining what programs function to the net benefit of society and would support the most comprehensive, sound and reasoned analysis accordingly. The government generally stinks at most programs it deploys. I am generally in favour of devolution of decision-making, accountability and the public roll-out of programs and policies - of putting the administration and design of programs into the hands of the users.  Architect Christopher Alexander - known for the "pattern language" - demonstrated that users tend to be the best designers of systems. This is why so frequently we are asked for our impression of how something worked from the private sector (and conspicuously, less so from the public sector). Involving the user from the outset deeply enhances the elegance and efficacy of the resulting system. The current pattern in government is to engage, however, in consultation and then roll out what was planned quite regardless of feedback, resulting in boondoggles such as the Victoria bike lanes and McKenzie overpass. Such appears to me to be a cynical process aimed at blaming the user for the result. No. To the extent such a position benefits society, it is within the purview of the Minister of Health. Presumably the minister of Health is sufficiently informed on the self-evident correlation between physical activity and human health, and if not, what intelligence can be attributed to spending yet more money at that flagrantly unaccountable tier of society.

Here in Delta we have many non-profit organizations that are looking for community based initiatives to fund and get involved in. These groups include Rotary, Lions, TOOBs, Knights of Columbus, Shriners to name a few. Real people wanting to improve their communities for their residents. We don't need to always ask the government to get involved in our lives. Personal responsibility and individual freedom gives us the liberty to fund our own community based initiatives without concern if the government stops their funding we will lose our benefits. This program needs to evolve to get partnered up with businesses across Canada. In order for it to be economically sustainable it needs the element of private-public partnership. The work experience element is vital. We do not want to end up in the position whereby if and when government funding dries up so too do the opportunities provided to our youth. I will not advocate for the creation of ever more government departments. I do not believe that by increasing the number of bureaucrats in Ottawa with full benefits and full pensions, paid for by the taxpayer, do we improve our state of physical activity. This is an initiative that must be locally driven - not driven from thousands of miles away. As a community here in Delta, via our municipality, we must encourage our children, parents and seniors to be active.

 Our first priority if elected will be to eliminate the budget deficit in 2 years, mainly through ending corporate welfare and stopping foreign development aid. After 2 years, those development funds will be spent on Canada's infrastructure. Parks would be included in this but as for actual amounts at this time I can't say. I need more information before I can decide whether or not to support this. I can tell you I will not blindly support an initiative because it has the word 'Green' in it. We advocate for less taxes and smaller government. Another Cabinet position would be bigger government. However I don't hate the idea; far too much screen time these days. I'm not sure another level of bureaucracy is the best answer.

Yes, we support increased funding for community recreation infrastructure, but, we'd prefer that an independent fund were set up so it was not reliant on gas revenue. We value community infrastructure required to meet every community's needs: if the people need it, then let's build it. Let's stop making excuses about not having the funds - if we can bail out a pipeline corporation from their controversial projects, with a wave of the PM's majestic hand, to the tune of $4.5billion, then surely we can find the funds for people's needs too. People and Nature Before Profit! We do support a Green Jobs plan as a way to retool and re-industrialize our economy and get us off of resource-extractive industries that are significantly contributing to the destruction of our planet as we know it. Our goal, however, goes far beyond 2025, because we see the inherent over-consumption and waste found in the capitalist system as a key driver of climate change, and we are committed to dismantling the capitalist system altogether and working towards a more sustainable and humane economic system. I could support the creation of such a position, however, physical activity is an important part of one's health, and it should fall under the guise of the Health Minister. Perhaps a Deputy Minister for Physical Activity working under the mandate for health delivery services would be more appropriate. We could also amend the Canada Health Act to include Physical Activity and give it legal standing if the government fails to deliver, or if certain living conditions make it impossible to access one's rights to physical activity.

Yes but I would also like to see money allocated to support the on-going operation of the infrastructure in the long term. As the former Manager of Visitor Services for BC Parks for the Lower Mainland and Vancouver Island and the Manager of BC Parks for the Kootenays I know the importance of maintaining the infrastructure after it is built and the funding challenges that come with it. Green jobs are the key to fighting climate change and to meaningful future employment and must be supported past 2025. That certainly is one option. Another is to actually have a Minister of Fitness, Recreation and Sport, which I prefer to a Secretary of State.

We're facing a climate emergency. I support a systemic rebuild of the food and energy sectors so that we have a planet to live on in the coming decades.
We have to un-marry this idea of jobs as the same thing as security. We are rapidly coming to a period where, as automation continues to safely and efficiently replace human labour as it's designed to do, we have to realize that it's not the fault of the middle and lower classes if there aren't jobs available for those willing and able to work.

It's time for a minimum income level, somewhere comfortably above the poverty line in each region, so that each person can provide for themselves and their family.

Yes, our Government has already doubled the Gas Tax Fund in Budget 2019, providing a onetime injection of $2.2 billion for municipal projects across Canada, this includes local recreation and infrastructure projects in the lower mainland. Yes, in the last 4 years we've provided 630 green job opportunities for young Canadians in the agriculture and agrifood sector under the Agricultural Youth Green Jobs Initiative, creating 15,000 new green jobs for young Canadians.
In 2018, we added $26 million in funding through the Green Jobs in Green Spaces program and we intend to continue building on this initiative.
We already have a Minister for Sport, this position has existed for decades.

I would certainly support increased investment in community recreation infrastructure. I believe that a healthy community is the best investment we can make in this country's future. It is important that recreational activities are accessible to all, no matter your socio-economic status.  Absolutely, the NDP believes we need to focus on the creation of a new green economy and good paying green jobs, as we transition away from fossil fuels. As a Candidate, I would certainly support a position focused on increased health and wellbeing of Canadians.

I definitely support increased funding for community recreation, which is essential for our physical, mental and social well-being. I wonder, though, if the Gas Tax Fund would be the best long-term solution to supplement the dedicated funding envelope, because it is also essential to reduce greenhouse gas emissions quickly and massively if we are to prevent the worst effects of climate change. In short, the Gas Tax Fund should shrink and eventually disappear - hopefully sooner instead of later. I would therefore like to explore other budget lines - and especially use savings from stopping inappropriate expenditures, tax loopholes and other boondoggles - that could be invested instead in lasting benefits for communities. Absolutely! It is urgent that we expand job options in clean industries and environmental protection, and programs that assist students to prepare for careers in these fields are essential. I am so pleased to see that the current Green Jobs program involves non-profits and government agencies, and even the UN. Supporting and expanding this multi-level program may even benefit collaboration between necessary partners for environmental protection and addressing climate change. What I can fully commit to is to create a working group to develop a National Recreation and Physical Activity Strategy, which could evaluate the helpfulness of a Secretary of State or other position and additional options, leading to a well-considered and workable plan that is very likely to achieve your excellent goals. My ultimate goal will be creating pathways for more direct funding for actual programs and ensure adequate resources for recreation infrastructure.

The NDP is committed to improving safe community spaces. This will be done with stable and secure longterm funding which will come from sources like the Gas Tax Fund but also reinvestment of fossil fuel subsidies. We need to make different  choices with what to do with tax revenues and this is a great example of that.  Definitely. Not just the renewal of this program, but the revamping and expanding of it. This would be part of our commitment to create 300,000 green new jobs in retrofitting, technology, research and manufacturing.  I think we have to  be careful with creating too many cabinet positions as that is a significant cost to taxpayers. On that note, physical activity is incredibly important to the well-being of all Canadians and helps prevent expensive healthcare treatment. Physical Activity I believe should be a major part of the portfolio for the Minister of Science & Sport or the Minister of Health (both existing cabinet positions) or we can rework the portfolios of existing cabinet positions to maximize efficiency and ensure our tax dollars are well spent.

Recreation infrastructure is a huge asset to any community, and something I have actively been a volunteered with (such as the development of our local skatepark, board member of our trail society, and, as a teen, became a hockey coach for our girl's hockey league).

 I am dedicated to improving community recreation infrastructure across Canada and we need to make investments available to ensure this happens. In the last four years, the Liberals completed 156 recreational projects and invested more than $349 million in federal funding. We are also making community infrastructure a priority through the Gas Tax Fund, and partnering with provinces and territories to do it. To make sure that the infrastructure that people and communities need is built, we will require that all provinces and territories identify and approve all of their long-term infrastructure priorities within the next two years. Funds that aren't designated for specific projects by the end of 2021 will then be reinvested directly into communities through a top-up of the federal Gas Tax Fund.  
In the last four years, the Liberals created 15,000 new green jobs for young Canadians through the Youth Employment Strategy, and provided 630 green job opportunities for young Canadians in the agriculture and agri-food sector under the Agricultural Youth Green Jobs Initiative. Moving forward, we will always ensure that Green Jobs are made available by federal government programs.

Activity, Recreation, and Sport, are all extremely important aspects of our every day lives - and thats why in our last mandate, the Liberals appointed not only a Minister of Youth, but also a Minister responsible for Sport. If we are re-elected, we will ensure that recreation, community, and physical activity is a priority to our government. Some of the things we will do to instil this in Canadians includes:

1) Giving every Canadian child the chance to learn how to camp by the time they reach grade eight, by expanding the successful Learn to Camp program. This will make it possible for 400,000 kids each year to learn basic camping skills; and

2) To make sure that our National Parks are accessible to all families no matter their economic circumstances, we will also move forward with giving 75,000 less privileged children and their families an up to four-night trip to one of Canada's national or provincial parks. This will include camping accommodations and a travel bursary of up to $2,000 so that families can more easily afford a once-in-a-lifetime trip to more parks in Canada.

Yes, I support an increase in funding for community recreation infrastructure.  It is needed for the growing, aging and diversifying population. The $1.3 billion amount committed in the 2017 budget is not close to covering the cost of repairing current infrastructure.  It needs to be done. With the move away from hydrocarbons the Gas Tax Fund may not be the best source of the funds on an on-going basis.  Other funding sources may need to be identified. Yes.  Youth employment in partnership with associations such as CPRA and with initiatives sponsored by groups such as Employment and Social Development Canada is an example of the type of program that the Green Party of Canada has proposed to achieve a fair and just transition away from our current hydrocarbon-based economy. Such programs are essential for all citizens - both young and old - as it provides valuable work experience and assists in the transition to a green economy. Yes. I strongly support the creation of a Cabinet position of Secretary of State for Physical Activity. All my adult life I have been a very strong proponent of the message that Physical Activity is important for all Canadians.  the reason is that the benefits of being physical activity are far reaching. Studies have shown that being physically active decreases health care costs, increases productivity, reduces mental health issues, and increases an individual's quality of life and well-being. I have felt these benefits myself.  The benefits started when I was young, continued when I competed internationally for Canada (in the sport of rowing), and I am still physically active to-day.

The Gas Tax Fund supports many important municipal projects. It makes sense that if there is a serious shortfall, a one time transfer or more permanent increase may be needed to address this issue. The budget would have to be looked at to determine the exact amount but with the cuts we are proposing to corporate subsidies, that may be a starting point for the funds. I would have to look more closely at the program to ensure that it wasn't taking taxpayer money to subsidize corporations. If these are viable positions needing to be filled, I would need to understand why these private companies are not able to hire employees and pay their wages. I would want to make sure that government money going to companies such as Forteck Enviro Inc. are being used responsibly and that the funding is meeting its intended purpose. It is definitely important to have people, especially children engaged in physical activity. Being on the West Coast is an advantage, since most residents seem to enjoy our scenic landscape and remain active. Although a large part of the responsibility lays with families, early education around physical activity starting in school, is foundational. Having three daughters, I understand the challenges of keeping teenagers off their devices. Good habits start early. I feel that daycares and schools have the lion's share of influence in this area. I would have to consider exactly what the role of Secretary of State for Physical Activity would look like before determining whether it would be effective in achieving intended, positive results.

The VCP has no plans on increasing any tax or introducing any new tax. We have many ideas on increasing cost saving measures and reallocating funds. In fact, we will introduce a bill to cut MPs pay by 20% across the board and invest those funds into various community infrastructure programs. We will also review/repeal Canada’s donations and contributions to the United Nations and other Nations and invest those funds into infrastructure.

I feel that we need to invest more into our youth and this program is one of the best things brought forward. I personally would like to see this program carried through indefinitely. Being an avid user of BC Parks and Green spaces, I feel Green spaces brings many people out from behind their screens and into the world.
