The successful incumbent will be responsible for managing complex contracts and overseeing employee relations including hiring, coaching and career development of staff, corrective discipline up to and including termination, grievance procedures, and performance evaluations. Qualifications The completion of a university degree in the fields of Business Administration, Municipal Government Management or a related field, or an equivalent combination of training and experience. A minimum of 10 years of progressive related management experience in the private or public sector including 5-7 years of supervisory experience. Food service management experience would be an asset. The successful incumbent will have demonstrated experience in financial and budget management, HR management and the ability to simultaneously manage and review a number of projects. Excellent oral and written communication skills as well as experience in making presentations; considerable knowledge and successful experience in human resource management practices in a unionized environment; and demonstrated ability to exercise a considerable degree of judgment and independence in coordinating and supervising major contracts. Position: The Facility, Fleet, and Transit Management Division of the Cowichan Valley Regional District is seeking an Operations Attendant - Lead Hand for a regular full time position. Reporting to the South Cowichan Facilities Coordinator, the Operations Attendant - Lead Hand is a working supervisory position involving assignment, follow-up and performance of the regular duties of the operations staff. This position is also responsible for the working supervision and performance of all building maintenance work, inside and outside including all operational machinery. The Lead Hand assists in the planning, assignment and coordination of work to be carried out within CVRD facilities / related grounds and sports field complexes. In addition, the Lead Hand supervises and assists with the preparation and maintenance of ice surfaces (curling and hockey). Qualifications: Grade 12 or the equivalent combination of education, training and experience. 3 years experience in the physical and mechanical aspects of a maintaining facilities and grounds, including; HVAC systems, building envelope, electrical, water and boilers, irrigation, filtration systems and chemical purification equipment, as well as ice making equipment. Experience in supervision and scheduling of operations staff. Experience in preparing and maintaining ice surfaces (curling and hockey). A current and valid Level I First Aid with CPR C, and a valid Class 5 Drivers' License is needed. Refrigeration Operator's Certificate is acceptable / Power Engineer Class 5 with refrigeration endorsement is preferred. Knowledge of the following: ice making equipment, HVAC systems; building envelope, electrical, water and boilers; filtration systems and chemical purifications; building repairs and grounds work; cleaning routines, materials and equipment; and supervisory practices and principles. Knowledge of irrigation and landscaping would be an asset. A ticketed trade related to building maintenance would be an asset. Ability in the following areas is required: establish and maintain working relationships with other employees/public; communicate both in verbal and written format; follow verbal and written instructions; supervise and schedule staff; stay current on provincial code requirements and standards; and effectively operate a PC in a Microsoft Suite environment. Hours of Work: 40 hours per week. Schedules will be based on operational needs and there will be a mix of day, evening and weekend shifts.
